Oxford County Council is working to establish a “city centre hub” at Speedwell House, which will serve as their primary headquarters and council chambers.
This ambitious development is noteworthy as it will be located on the historical grounds of Blackfriars Mill Stream, a site recognized for its medieval archaeological significance. The council is committed to preserving and protecting these important historical findings and ensuring they are integrated into the overall design and function of the new facility.

Sustainability is a top priority throughout this project. The council has appointed a dedicated Zero Carbon Council Manager, responsible for overseeing the implementation of sustainable practices at every stage of development.
Additionally, the council has engaged SCS to conduct comprehensive BREEAM assessments, which involve an in-depth evaluation of the project’s environmental impact. This assessment will incorporate life cycle assessment (LCA) and life cycle costing (LCC) to ensure long-term sustainability and financial viability.
